Who must file the Fall Staff Survey? The Fall Staff Survey must be filed by colleges, universities and other institutions of higher education with 15 or more employees. In 2005, the Fall Staff Survey was merged with two other survey components (the Employees by Assigned Position and Salaries) to create one data collection instrument, the Human Resources Survey.
