Can a compliment on one’s appearance be sexual harassment?

Sexual harassment does not include occasional compliments of a socially acceptable nature. Sexual harassment is conduct that is not welcome or that is personally offensive and fails to respect the rights of others. An occasional compliment usually does not meet this definition.
