How are neutrality agreements used with card check agreements?

Neutrality agreements often include card check agreements. A card check agreement provides for recognition of a union without an election upon confirmation by a neutral third party that a union has obtained authorization cards for a specified percentage of the bargaining unit. Unions have increasingly used a combination of card check and neutrality agreements to achieve recognition in order to avoid an NLRB election. Once there is evidence of majority status, an employer may recognize the union as the collective bargaining agent of the employees.
