Viewing final collective bargaining agreements

There are several digital repositories of final, executed collective bargaining agreements available for viewing via the internet. For the guidance and information of interested representatives and the general public, the Department of Labor's Bureau of Labor Statistics maintains a file of copies of all available agreements settling or adjusting labor disputes. This file is open to public inspection at: http://www.bls.gov/cba/cbaccess.htm .

The US Office of Personnel Management's Labor Agreement Information Retrieval System (LAIRS) has a searchable database that includes representational data on all bargaining units certified by the Federal Labor Relations Authority (FLRA), the complete texts of Federal sector collective bargaining agreements (CBAs) and a regularly updated summary of negotiability determinations issued by the FLRA. The search engine allows users, for example, to select CBAs negotiated by a particular agency, retrieve collective bargaining agreements for a certain bargaining unit and search CBAs on certain topics. This is available at http://lairs.opm.gov .

The Office of Labor-Management Standards (OLMS) maintains the Department of Labor Collective Bargaining Agreement File in the Online Public Disclosure Room at http://www.unionreports.gov . Collective bargaining agreements, labor organization annual financial reports, labor organization constitutions and bylaws, employer reports, labor relations consultant reports, and labor organization officer and employee reports are all available to be reviewed and printed. Private and public collective bargaining agreements covering 1,000 or more workers, excluding railroads and airlines, are included in this file.

The Martin P. Catherwood Library, School of Industrial and Labor Relations, Cornell University, also maintains a digital collection of final agreements. This resource provides researchers with the ability to conduct full text and metadata searches of agreements. The collection is available at: http://digitalcommons.ilr.cornell.edu/cba/ .

Finally, the Institute for Research on Labor and Employment, University of California at Berkley, maintains at one-stop public on-line clearinghouse for cataloged and digitized complete text of agreements. Most agreements were found on the World Wide Web in a wide variety of file formats, but have been processed into Acrobat PDFs. The database can be viewed and searched at: http://www.irle.berkeley.edu/library/index.php?page=3 .
